SPANISH CUP (Europe) The International Grand Prix Vila de Blanes will be held in the bay of Blanes from the 2nd of January to the 5th of January 2010. It will be organized by the Club Vela Blanes, RFEV and the FCV. 1. RULES 1.1 The regatta will be governed by: 1.2 The regatta will be governed by “Rules” as defined in the ISAF 2008/2012 (RRS) Racing Rules. 1.3 Appendix P will be applied. 1.4 Protests could be resolved by mediation previous to the Protest Committee. 1.5 Use of personal bouyancy aid be required. In case of differences between the Notice of the Race and the Sailing Instructions the Sailing Instructions will prevail.
2. ADVERTISING 2.1 Participants may be required to display event sponsor advertising in accordance with the provisions of Regulation 20 of the ISAF rule in paragraph 20.3 (d) (i). 2.2 Participants may display advertisements in accordance with ISAF Regulation 20, Regulation RFEV Competitions and the requirements of the RFEV to that Regulation 20
3. CLASSES 3.1 The International Grand Prix Vila de Blanes is reserved for 420 class and Europe class. 3.2 Only the person registered as skipper will be allowed to skipper. No changes will be allowed.
4. ELIGIBILITY 4.1 The ISAF competitors eligibility code (ISAF Regulation 19) shall apply. 4.2 Each competitor shall be member of his National Class Association and, if relevant, of his National Authority. 4.3 The RFEV authorizes the participation of foreign crews without option to the title of the Spanish Cup (only Europe Class)
5. REGISTRATION
5.1 Pre-entries: 5.1.1 The pre-entries must be sent by 28th of December 2009:

5.1.2 Regatta Fees are 60 € for 420’s and 40 € for Europe. Entry Fees shall be paid in euros to Club Vela Blanes:

SWIFT CODE CAIXESBBXXX 5.1.3 The organising committee reserves the right to accept entries after the 28th of December 2009 5.1.4 It is required to present a copy of your bank transfers with the Regatta Registration Form.
5.2 Confirmation of Registration 5.2.1 Registration will be take place in Regatta Office. 5.2.2 Each skipper must personally sign the Registration Form before 13:00 a.m. 2 January. 5.2.3 The following documents are needed: · Federation Licence valid for 2010 (skipper and crew). · National Class Membership (skipper and crew). · I.D.Card or Passport. · For foreign sailors: Third Part Liability Insurance coverage up to a minimum of 700.000 euros.
5.3 Measurements 5.3.1. Measurement (only Europe class) will be held on January 2, (9h to 13h), in the area enabled in the race office. No measurement control can be made if the skipper has not previously gone through the race office to register. The Race Office will provide the necessary form to fill in for the measurements. 5.3.2. All Europe Class competitors may enter only one hull, two sails, one mast, one boom, one centreboar, one rudder and one rudderhead.
5.3.3. No boat may compete using material that has not been measured.
5.3.4.The responsibility to attend this regatta having previously updated its measurement certificate, measuring the material it intends to participate, is responsibility of the skipper
5.3.5. Before or during the races the Measurement Committee may require boats for inspection.
5.4 No Skipper changes are allowed.
5.5 Coaches Registration. All coaches must register before 12:00 pm on January 2 and will be subject to the presentation of the following documents upon payment of registration fee of 40€. • Registration form signed personally. • Federation Licence coach valid for 2010 • Qualification for driving the coach boat. • Insurance Liability of the coach boat. • Navigation license or the coach boat.
6. PROGRAM 6.1 The event program is the following:
The prize giving time is estimated.
6.2 On the last day of competition no starting sequence will be given after 14:00, with the exception of a General Recall of a race in progress.
7. EVENT FORMAT 7.1 The Regatta will use the fleet system and 10 races are scheduled, of which 2 must be completed for the Race to be valid.
8. SCORING 8.1 The low point scoring system of RRS Appendix A shall apply.
9. PRIZES 9.1 There will be prizes for the first three boats in each class and the list will be hung on the ONB before 12 am of the 2nd of January. 9.2 The Internacional Grand Prix Vila de Blanes is a Selection Regatta for the Europe Class Nacional Spanish team 2010 . 9.3 The races of the IGPVB’10 are part of the classification of the Spanish Cup 2010 Europe Class
10. DISCLAIMER 10.1 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to race. 10.2 The organizing authority will not accept any liability for material damage or personal injury or sudden death in conjunction with or prior to, during, or after the regatta. 10.3 Decision to Race (Rule 4). "The responsibility for a boat decision to participate in a race or to continue racing is hers alone”.
11. LOCAL RULES OF THE NAVY: It is recalled that the Royal Decree 62/2008 which stipulates the conditions of maritime safety, navigation and life at sea for water sports test is applicable in this race. The act of participating in this race does not exempt or sailors, or their coaches, or anyone directly or indirectly related to the event, compliance with the obligations and provisions of the naval authorities. | ||||||||||||||||||||||
